Foreign Policy Series Program: Taiwan-China Relations in the Wake of January 14 Presidential Election in Taiwan, February 2, 2012
The recently concluded presidential election in Taiwan, in which President Ma Ying-Jeou won a second term, will have a significant impact on the cross-Strait situation. Please join the council and its panel of experts as they discuss the implications of President Ma's re-election for the future of Taiwan-China relations. Mr. Alan Romberg is the director of the East Asia program at Stimson. Before joining Stimson in September 2000, he enjoyed a distinguished career working on Asian issues, both in and out of government, including twenty years as a US Foreign Service Officer. Dr. Robert Sutter,is a Professor of Pracitce of international Affairs at George Washignton University, and also chairs the Atlantic Council's Program on China-Taiwan Relations. Dr. Sutter specialized in Asian and Pacific Affairs and US foreign policy. Thomas J. Reckford is Vice Chairman of the World Affairs Council - Washington, DC and a senior associate at the Center for Strategic and International Studies. He is also the regional director for East Asia at the National Leadership Forum on Global Challenges. Mr. Reckford has been a senior international analyst with the Eaton Corporation, a vice president of InterMatrix Incorporated, a senior advisor to the Government Research Corporation, and an analyst in the Office of national Estimates at the CIA.

Ambassador Series Program with His Excellency Arturo Sarukhan Ambassador of Mexico, January 31, 2012
His Excellency Arturo Sarukhan will speak to the World Affairs Council members and guests about Mexican foreign policy issues. A range of topics will be covered, including the current state of the U.S.-Mexico relationship, efforts in the fight against Transnational Criminal Organizations, and on Mexico's network of trade agreements.
Ambassador Sarukhan is a career diplomat who first served in the Mexican Embassy in the U.S. in 1993, as Chief of Staff and then as head of the counternarcotics office. In 2000, he became Chief of Policy Planning at the Foreign Ministry and, in 2003, was appointed by the President as Mexican Consul-General to New York City. In 2006, he joined the Presidential Campaign of Felipe Calderon as Foreign Policy Advisor and International Spokesperson. In November 2006, he received the rank of Ambassador and, in February 2007, was appointed Mexican Ambassador to the United States. He holds a B.A. in International Relations from El Colegio de Mexico and an M.A. in U.S. Foreign Policy from the School of Advanced International Studies (SAIS).

WorldQuest is an international affairs and current events trivia contest between 4-person teams (individual entrants are welcome). These teams can be unaffiliated or represent your company, organization, or school. Teams will compete by answering world affairs related questions (categories TBA). A full competition is 70 questions, 7 rounds of 10 questions each. The winning team is the team with the highest number of correct answers at the end of the game.

Foreign Policy Series Program: “Cuba: Is it Time for the United States to Normalize Relations and End the Sanctions?”, January 18, 2012
World Affairs Council-Washington, DC presents a foreign policy debate on the issue of normalizing diplomatic relations with Cuba. Since the trade embargo imposed by the U.S. in response to Cuban economic reforms by Fidel Castro in 1960, the two countries have endured a complex and intense relationship. Join the Council as we explore the history, diplomacy, economic results of the embargo and ask, “Is it time for the United States to normalize relations and end the sanctions?”
Col. Lawrence Wilkerson will argue for normalization of relations. He is the Distinguished Visiting Professor of Government and Public Policy at the College of William and Mary in Williamsburg, Virginia. His last positions in government were chief of staff to Colin Powell at the U.S. Department of State (2002-2005) and Associate Director and member of that department’s Policy Planning staff under Ambassador Richard Haass (2001-2002). Wilkerson served 31 years in the Army as both enlisted man and officer from 1966 to 1997.
Mr. Mike Gonzalez will argue against normalization of relations. He is Vice President of Communications for The Heritage Foundation. Born in Cuba, Mr. Gonzalez spent almost 20 years in journalism reporting from around the world including Europe and Asia. He joined the Bush Administration in 2005 at the Securities and Exchange Commission and then the State Department to help explain fiscal and foreign policy to audiences both in and outside of the U.S.
Ms. Ginger Thompson will moderate the discussion. She is correspondent for the New York Times and covers Latin and South America.

Why do economic crises continue to occur despite economists' claims that they understand their causes? Join the World Affairs Council - Washington, DC for a discussion with former Deputy Prime Minister of Russia Grigory Yavlinsky exploring the fundamental causes of global economic instability. In his book, Realeconomik: The Hidden Cause of the Great Recession (And How to Avert the Next One), Yavlinsky provides a compelling argument that the often cited causes of economic instability on a global scale are second to the fact that there is a failure to understand the social norms that are essential to economic progress. He examines the widespread disregard for moral values in business decisions and claims that, without reform, the twenty-first century global economy will be caught in the cycle of unending crises.
Grigory Yavlinsky, former Deputy Prime Minister of Russia and found of the Russian United Democratic Party, is an internationally recognized free-market economist. In 1990, he wrote 500 Days, the first Russian economic program for transition to a free-market economy.

Foreign Policy Series: "The Crisis in Russia" - The Continuing Struggle to Realize Real Democracy, Thurs. Dec. 15
In the recent Russian Parliamentary elections, Vladimir Putin's party suffered significant losses and barely maintained a parliamentary majority, despite widespread claims of massive government-sponsored interference at the polls and during the processing of ballots. Citing electoral fraud and intimidation at polling places, former Soviet President Mikhail Gorbachev has called for new elections and many Russians are taking to the streets to protest and challenge the validity of the election outcomes, and the legitimacy of the process itself. In this discussion panel, renowned foreign policy and Russian affairs experts will assess current developments concerning Russia's internal politics, the post-election turmoil, and possible paths forward.

Hon. William Courtney (moderator), the former US Ambassador to both Kazakhstan and Georgia, is an executive with Computer Sciences Corporation and serives as a Board Member of WAC-DC.
Dr. Nadia Diuk is VP, Programs for Europe and Eurasia, Africa, Latin America and the Caribbean at the National Endowment for Democracy, and formerly taught Soviet Politics and Russian History at Oxford University.
Robert Nurick, Senior Director, Atlantic Council. Previously served as Director of the Carnegie Moscow Center; a Senior Political Scientist at RAND; and, as Assistant Director of the International Institute for Stategic Studies in London.
Vladimir Kara-Murza is the Washington bureau chief of RTVi television network, and is a prominent member of the federal council of Solidarnost ("Solidarity"), Russia's democratic opposition movement.

Cultural Series: Lynn Abercrombie, "Traveling the World for National Geographic" - Monday, Dec. 5, 2011
For nearly 40 years, Tom and Lynn Abercrombie traveled the globe together, taking some of the most iconic photos published in National Geographic magazine. Tom Abercrombie was the first correspondent to reach the South Pole and the first western photographer to record the hadj pilgrimage to Mecca. Lynn Abercrombie, as an accomplished photographer and freelance contributor to National Geographic, accompanied Tom on many of his assignments. Her presence beside him allowed them easier access to women and children, enabling them to broadly document different cultures. Lynn has compiled an exquisite selection of these photos into a book, narrating the stories to accompany the images.

Foreign Policy Series: The Cyber Realm - A New Way Forward in U.S. Policy, Thursday, October 13
As the Obama administration attempts to implement a national strategy for cyberspace, the World Affairs Council - Washington, DC brings together two of the foremost experts in the field to discuss the implications of the plan going forward. Robert Butler and Samuel Visner will discuss the effects this will have on relations between the United States, its allies and adversaries in both defense policy and diplomacy. How do we define the US national interest in cyberspace? Will the United States consider a military strike on a foreign country following a cyber-attack? Will the Obama administration continue to expand cooperation with America' allies to secure cyberspace? What does this mean for domestic cyber-attacks on governmental bodies or private companies? What should be done to secure social media, given its emerging global role? Join the World Affairs Council as we take a closer look at the growing profile and importance of the cyber realm in U.S. policy and international relations. Discussion will be moderated by the Honorable Franklin D. Kramer.
Robert J. Butler in the former U.S. Deputy Assistant Secretary of Defense for Cyber Policy, where he was responsible for providing policy advice and support to the Secretary of Defense and other senior Department of Defense leaders.
Samuel S. Visner is the Vice President and Cyber Lead Executive for CSC, overseeing company-wide cyber strategy. He also currently servces as an Associate of the National Intelligence Council.
Hon. Franklin D. Kramer is a national security and international affairs expert, having previously been a senior political apointee in two administrations - including Assistant Secretary of Defense for International Security Affairs. He has also served as Chairman of the Board for WAC-DC.

Please join the World Affairs Council—Washington, DC and IIEP-GWU as we host Gidon Bromberg, Co-Director of Friends of the Earth Middle East (FoEME). FoEME is an organization dedicated to bringing together the environmental interests of Jordan, Palestine, and Israel. At this critical juncture in the pursuit of an equitable, enduring resolution to the protracted Palestinian-Israeli conflict, Dr. Bromberg will offer a template for incremental peace-building by highlighting FoEME's strategy and efforts to secure equitable agreements regarding shared water usage in this volatile region of the Middle East. A formal panel discussion will follow the presentation.

Cultural Series: Neil Richardson, "Cultural Perspectives: Promoting National Identity" - Thursday, July 14
Neil Richardson joins the World Affairs Council to explore the challenges and successes of efforts to maintain a cultural tradition in an age of great change in the Sultanate of Oman and the implications for other societies facing these same challenges.
Rapid development and modernization of the Sultanate posed real challenges to the survival of the country's craft industries. The Omani Craft Heritage Documentation Project, initiated in 1996 assessed and documented the different types of crafts in all parts of the country. This effort, led by Richardson and his co-researcher and co-author Marcia Dorr, resulted in The Craft Heritage of Oman; a two-volume publication that presents Oman's craft traditions to an international audience for the first time establishes a global identity for Oman's crafts industry.
Richardson, born in London and educated in Australia, is an expert in heritage management, particularly the preservation of traditional craft industries in the face of modern pressures and since 1989, has been part of the extraordinary efforts by the Sultan and his government to preserve Oman’s cultural identity.
This special cultural event will include Omani refreshments and special presentations.

Join the World Affairs Council for a timely discussion with H.E. Jorge A. Bolaños Suarez on US-Cuban relations and the various issues over which the two nations differ. Is a thaw on the horizon? What steps are needed for a policy shift to occur?
The discussion will be moderated by former US Chief of Mission in Cuba Dr. Wayne Smith. Mr. Bolaños will field questions from the audience following the discussion.

H.E. Jorge A. Bolaños Suarez is the Chief of the Cuban Interests Section in Washington, DC. Mr. Bolaños has been a member of Cuban Foreign Ministry since 1963. He has served as Ambassador to Poland, Czechoslovakia, United Kingdom, Brazil, and Mexico. He has also served as the First Vice Minister of the Cuban Foreign
Ministry.
Wayne S. Smith (moderator) was formerly Chief of Mission of the US Interests Section
in Cuba. He is currently a Senior Fellow at Center for International Policy and
director of the Cuba Program. During his 25 years with the State Department, Dr.
Smith saw service in the Soviet Union, Argentina, and Cuba. He also served as the ExecutiveSecretary of President Kennedy’s Latin American Task Force.

Academic WorldQuest Regional Qualifier, April 2, 2011
Academic WorldQuest is a Flagship Program of the World Affairs Council system. It is a team game testing competitors' knowledge of international affairs, geography, history, and culture. The winning team of the World Affairs Council -Washington, DC competition, qualifies to compete in the World Affairs Councils of America’s national competition in Washington, DC on April 30, 2011.
The game is a contest between 4-person teams representing a high school or city. Teams compete by answering rounds of questions projected by PowerPoint onto a screen. A full competition consists of 100 questions, 10 rounds of 10 questions per round. The winning team is the team with the highest number of correct answers. The World Affairs Council—Washington, DC invites you to a lively debate on whether the United States can or should “seal” the Mexican border as a means to address narcotics, illegal immigration, and other cross-border challenges. Moderator Miguel Roig-Franzia of The Washington Post will bring together the opposing views of Dr. James J. Carafano and Dr. Andrew Selee to discuss their varying perspectives and possible solutions to seemingly intractable issues.

Since the trade embargo imposed by the U.S. in response to Cuban economic reforms by Fidel Castro in 1960, the two countries have endured a complex and intense relationship. Join the Council as we explore the history, diplomacy, economic results of the embargo and ask, “Is it time for the United States to normalize relations and end the sanctions?” Col. Lawrence Wilkerson will argue for normalization of relations. He is the Distinguished Visiting Professor of Government and Public Policy at the College of William and Mary in Williamsburg, Virginia. His last positions in government were chief of staff to Colin Powell at the U.S. Department of State (2002-2005) and Associate Director and member of that department’s Policy Planning staff under Ambassador Richard Haass (2001-2002). Wilkerson served 31 years in the Army as both enlisted man and officer from 1966 to 1997. Mr. Mike Gonzalez will argue against normalization of relations. He is Vice President of Communications for The Heritage Foundation. Born in Cuba, Mr. Gonzalez spent almost 20 years in journalism reporting from around the world including Europe and Asia. Cultural Series: Film Screening and Panel Discussion - The Asian & Abrahamic Religions: A Divine Encounter in America, September 8
Join the World Affairs Council-DC for a viewing of the new film, “The Asian & Abrahamic Religions: A Divine Encounter in Ameri-ca”. The film explores the beliefs, practices and rituals of Hindu-ism, Buddhism, Jainism, Sikhism. Examining the similarities and differences with the Abrahamic religions, how they perceive each other, confront prejudice and stereotypes and how they can un-derstand and respect one another. The film was produced by Auteur Productions, Ltd. consisting of award-winning documentarians, Gerald Krell, Meyer Odze and Adam Krell. The documentary was the Official Selection of the Sun Valley Spiritual Film Festival (2010). The film viewing will be followed by a panel discussion moderated by Sally Quinnof the Washington Post. Panelists will include: Bishop John Chane is currently Bishop of the Episcopal Diocese of Washington. He is a member of The Episcopal Church’s Committee on National and International Concerns. Dr. David Shaner holds an Endowed Chair at Furman University serving as Herring Professor of Asian Studies and Philosophy. He is also a highly successful consultant to Fortune 500 companies. Dr. Rajwant Singh is Chairman of the Sikh Council On Religion and Education and was also the first Sikh president of the Interfaith Conference of Metropolitan Washing-ton. DC Rao is the primary consultant of this documentary and is a member of the Board and former President of the Inter Faith Conference of Metropolitan Washington.
Ambassador Akbar Ahmed is currently the Ibn Khaldun Chair of Islamic Studies, American University. He has been called “the world’s leading authority on contemporary Islam” by the BBC.

Cultural Series- Portuguese Madeira Wine Tasting: A History of American Trade and Taste - Thursday, April 29, 2010
The Council is pleased to invite you to attend our Cultural Series Event, "Portuguese Madeira Wine Tasting: A History of American Trade and Taste" at the residence of His Excellency Joao de Vallera, Ambassador of Portugal to the United States. The evening will feature a presentation on Portuguese wine by Ambassador de Vallera, and a special appearance by Dr. Paula Cristina Cabaço da Silva, President of the “Instituto do Vinho da Madeira” (Madeira Wine Institute) who will present a sample of special Madeira wines, along with artisanal artifacts from "The Pearl of the Atlantic". David Hancock, author of Oceans of Wine, will present his book and introduce the wines available for tasting, which include:
1825 Leacock Seco: From the time of President Monroe, a pre-1850 flavor, before the vines of Portugal and Madeira were destroyed in the 50s.
1912 D’Oliveira Verdelho: This post-1850 wine provides a contrast in taste to the Leacock Seco.
The Wanderer: A 50 year old Tinta Negra Mole that pays homage to ships that brought Madeira to the US.
Charleston Sercial: A “Historic Wine Series” named for an American city where Madeira once ruled.
A selection of recent Madeira wines will also be available for tasting.

Academic WorldQuest Regional Qualifier April 2, 2011
Academic WorldQuest is a Flagship Program of the World Affairs Council system. It is a team
game testing competitors' knowledge of international affairs, geography, history, and culture. The
winning team of the World Affairs Council -Washington, DC competition, qualifies to compete in
the World Affairs Councils of America’s national competition in Washington, DC on April 30,
2011.
The game is a contest between 4-person teams representing a high school or city. Teams compete
by answering rounds of questions projected by PowerPoint onto a screen. A full competition
consists of 100 questions, 10 rounds of 10 questions per round. The winning team is the team
with the highest number of correct answers. For more information on the rules click here.
This year’s topics will include:
Current Events Great Decisions 2010
World Religions Energy
International Organizations Europe
Global Health Millennium Goals: Gender Equality
Press Freedoms Around the World Ireland
To find out more on how to prepare for the regional and national competitions, check out the
official study guide.
This competition is open to all high school students in the greater Washington Metropolitan area. A
chaperon must accompany each team. Multiple teams per school accepted.
